Plan
A Plan for Toronto
A plan built around what a mayor actually controls, with the honest work of fighting for the rest.
Free transit, a tax freeze and $0 child care are phased, and each phase starts only when its money is in place. The city pays first through a commercial parking levy and higher taxes on luxury homes, and I’ll fight for Queen’s Park and Ottawa to pay their share. Every dollar is published in the open.

Promise 1
Fix what we have
Toronto owns about $215 billion in infrastructure and faces an $18 billion repair gap. I’m an engineer: fix what we own first. Keep the Gardiner and DVP in Toronto’s hands, and fix them. Toronto is not for sale.
Full page: Environment & Water, Transit & Streets
- The Gardiner and DVP Are Not for Sale: Toronto built them, Toronto paid for them, and Torontonians drive them every day.
Promise 2
Homes you can afford
Keep public land public and put homes you can own on top of it, plus more affordable housing and real protection for tenants.
Full page: Housing
- Housing First and a Real Answer to Homelessness: Shelter is never a destination, an emergency bed is a bridge to a permanent home.
- Responsible Renting Toronto: Protect Good Tenants. Support Responsible Landlords. Hold Bad Actors Accountable.
- A Toronto Rental Registry: Know the property. Know the rent. Know the history. Protect personal privacy. Make information work for the public.
Promise 3
Transit that shows up
A free TTC, phased in and funded at every step, running often and on time. This city needs to flow more smoothly.
Full page: Transit & Streets
- Free TTC for Toronto: A ride costs $3.30 today. I will make it free.
- Safe Streets: Protected Bike Lanes and Quieter Streets: As mayor, I will build traffic calming into every road reconstruction we already have scheduled.
Promise 4
No more blank cheques
Honest budgets, open books, independent audits, a live projects dashboard, and a full public accounting of World Cup spending.
Full page: Money & Taxes
- Property Tax Geared to Income: A One-Year Freeze, Followed by Fairness Based on Ability to Pay
- Forensic Budget Review: Open the data so Torontonians can follow the money.
- Budget for Toronto: Free TTC, year one and four years, costed. Every figure is a planning estimate to be confirmed by City Finance and the TTC.
Promise 5
Build local opportunity first
Local businesses and hiring first, neighbourhood incubators in empty storefronts, and lower taxes for small business.
Full page: Opportunity & Jobs
- More Jobs for Toronto Residents: Prioritize local firms and local hiring on city contracts where the rules allow, with apprenticeship and community-benefit requirements, fair first chances for the people who live here.
Promise 6
A city that educates, includes and grows
Libraries, affordable child care, accessibility, and a city that treats every resident equally.
Full page: Families & Community, Reconciliation
- Universal Free Child Care Toronto: Child care is essential infrastructure for a working city.
- Food Security: No child in Toronto should sit through class hungry.
- Health Care That Reaches Everyone: In a city this rich, no one should go without care because they don’t speak English, can’t read a form, can’t afford the bus, or are afraid to ask.
- Invest in Students: Students are the future of this city, and right now Toronto is making it too hard for them to stay.
- Invest in Youth: Move proven youth programs into the City’s base budget so they no longer end with a three-year grant
- Protecting Torontonians from Online Gambling Harm: Online gambling is being pushed aggressively at Torontonians, including young people and families already under financial stress.
Promise 7
Community safety
Guns and trafficking, violence interruption, the drug crisis as safety and health, a safer TTC, and ending human trafficking, with accountable policing and real supports.
Full page: Community Safety
- Freeze and Reinvest: I will not hand the Toronto Police Service a huge budget that isn’t used effectively.
